Changing Course provides guidance in transitioning instructor-led courses to the Navy E-Learning Network. Because it is built on proven instructional design principles, Changing Course will help you create instruction that is complete, motivational, instructionally sound, and that actively engages learners in the learning experience.
The output of this tool is an electronic design document which can be turned into static and dynamic webpages.
This tool will assist you to:
- create a project plan for course transition
- improve learning objectives
- create essential learning elements for each type of objective
- produce a design plan that integrates appropriate techniques and media into instructional activities
- plan appropriate pathways for learner progress through the course.

Evaluating a Course
This tool provides a framework for recommending whether the Navy should adopt, adapt, or reject Web-based instruction (WBI) that has already been created.
In order to make a recommendation, the evaluation tool asks courseware reviewers to rate the WBI in four categories:
- Content,
- Operations,
- Instructional Design, and
- Format.
Each category consists of several individual criteria. Numeric values are assigned to each criterion, to each category, and an overall recommendation is made. The tool provides areas for reviewers to make comments in each category. The overall recommendation, numeric ratings, and desired comments are compiled into customized reports from the database that supports the tool.

Charting a Course
Charting a Course" is an electronic performance support system (EPSS) that supports Navy curriculum development and instructional planning. It is an interactive, Web-based tool that provides on-the-job support in four main areas:
- Writing and sequencing of objectives
- Developing test plans and multiple choice items
- Developing personalized lesson plans
- Collecting and analyzing evaluative information to improve courses
